God is speaking
Listed below are five ways, highlighted in the early part of Romans, in which God speaks to us -
1. By the Universe of which we are a part ~ Creation gives us clear, plain and understandable information from God about Himself.
The wrath of God is being revealed from heaven against all the godlessness and wickedness of men who suppress the truth by their wickedness, since what may be known about God is plain to them, because God has made it plain to them. For since the creation of the world God's invisible qualities- his eternal power and divine nature- have been clearly seen, being understood from what has been made, so that men are without excuse. Romans 1:18-20
2. By the daily 'pluses' and 'negatives' of life.
Or do you show contempt for the riches of his kindness, tolerance and patience, not realising that God's kindness leads you towards repentance? Romans 2:4
3. Through the moral awareness we have ~ comes either from the written moral law or our in-built conscience or both!
All who sin apart from the law will also perish apart from the law, and all who sin under the law will be judged by the law. For it is not those who hear the law who are righteous in God's sight, but it is those who obey the law who will be declared righteous. (Indeed, when Gentiles, who do not have the law, do by nature things required by the law, they are a law for themselves, even though they do not have the law, since they show that the requirements of the law are written on their hearts, their consciences also bearing witness, and their thoughts now accusing, now even defending them.) Romans 2:12-15
4. Through the Bible
First of all, they have been entrusted with the very words of God. Romans 3:2
5. In His Son - The Lord Jesus Christ.
Paul, a servant of Christ Jesus, called to be an apostle and set apart for the gospel of God- the gospel he promised beforehand through his prophets in the Holy Scriptures regarding his Son, who as to his human nature was a descendant of David, and who through the Spirit of holiness was declared with power to be the Son of God, by his resurrection from the dead:Jesus Christ our Lord. Romans 1:1-4
The fact is ~ God is speaking - the question is who is listening?
Romans 1:5 Through him and for his name's sake, we received grace and apostleship to call people from among all the Gentiles to the obedience that comes from faith.
This response to the truth is in contrast to being ungrateful OR ignoring, suppressing, denying and substituting it OR treating the truth with contempt and handling it in a superficial way.
